
Our History
IEHIO was formed in March 2017, following the merger of Inland Empire Health Information Exchange (IEHIE) and Cal INDEX to form Manifest MedEx (MX), a statewide HIE. IEHIO is a non-profit 501(c)3 organization. Riverside County Medical Association, a 501(c)6 organization, provides fiscal and administrative services to IEHIO.
Directors serving on the IEHIO Board include Chair Tarek Mahdi, MD, Riverside Family Physicians; Richard Rajaratnam, MD, LLUHS Chief Integration Officer; Shantharam Pai, MD; Susie White, IEHP Chief Operating Officer; Alison Elsner, San Bernardino County Medical Society Executive Director; Garvin Patel M.D., RUHS; Genia Fick, IEHP Vice President of Quality and Dolores Green, Riverside County Medical Association Chief Executive Officer.
Roles and Responsibilities
The Inland Empire Health Information Organization (IEHIO) focuses on TWO purposes.

Our first purpose is to provide regional linkage support between healthcare stakeholders in the Inland Empire and Manifest MedEx

Our Second purpose is to support IEHP’s Health IT projects through Connect IE, a community resource platform whose mission is to connect providers to data, patients to resources, and the community to better care.
IEHIO’s project “Empower Care: Social Drivers of Health Initiative” also supports small limited solo practices by integrating ConnectIE into their everyday practice for screening and resource navigation into patient care.
Our Projects

Empower Care: Social Drivers of Health Initiative
IEHIO’s Empower Care Initiative, funded by Physicians Foundation, supports a limited amount of solo and small-group medical offices in Riverside County in integrating Social Drivers of Health (SDOH) screening and resource navigation into patient care.
Running from 2025–2026, the initiative helps providers identify social needs, connect patients to community resources, and enhance whole-person care through streamlined screening, and referrals.
IEHIO invites you to join our Empower Care: Social Drivers of Health Initiative—designed to support your practice at no cost in addressing the social factors that influence patient health beyond the clinic.

Health Information Exchange
IEHIO partners with Manifest MedEx (MX), California’s largest nonprofit health data network to enhance data sharing and care coordination across Riverside and San Bernardino Counties. MX currently connects over 3,000 healthcare organizations, 140+ hospitals, and 17 health plans, providing critical health data infrastructure for more than 38 million Californians. As a Qualified Health Information Organization (QHIO),
MX supports healthcare providers in meeting California’s Data Exchange Framework (DxF) requirements, improving whole-person care, and achieving CalAIM objectives.

ConnectIE
In partnership with IEHP, 2-1-1 Inland SoCal 211+, Inland SoCal United Way and Desert Healthcare District, IEHIO coordinates the sharing of community resources through ConnectIE. ConnectIE powered by findhelp is a user-friendly Resource Platform that connects community resources to the public. The project’s goal is to build more efficient paths between people looking for help and organizations that provide help.

Community Information Network
IEHIO partners with ConnectIE to coordinate the Community Information Network (CIN), a trusted network of healthcare and community-based organizations committed to improving access to social and healthcare services.
CIN members, including IEHIO, IEHP, 211+, Riverside Family Physicians, Palliative Partners, Moreno Valley CMF, Symba Center, ARMC, BVHCD, RUHS, LLUMC, TruEvolution, Transgender Health and Wellness Center and more collaborate to share information securely and efficiently.
By participating in the CIN, organizations can streamline patient referrals, track social service outcomes, and improve whole-person care across the Inland Empire.
